[Defconapi] Missing methods in Java API

Hi Jakub,

Indeed, DebugMoveCamera does not exist, because the game-internal camera
controls do not work as i first suspected (I think Introversion changed
their minds how the camera should be controlled during the programming of
that part :) ). Do you think the ability to control the camera would be
important?
Also, I will look at the SendVote / SendEvent* commands on the weekend, I
don't remember the details of these functions out of my head.
